The use of ANI before of after DNI depends on your carrier config. As
I said, Maxcom sends ANI before DNI numbers, Telmex and other telcos
sends DNI before ANI. If you want to turn off the waiting of DNI or
ANI just set max_ani or max_dnis to zero.

skip_category is to not request the category tones to the calling party.
