While I appreciate Brandon and Jeremy's comments on building out our own
911 network, it doesn't look like that is going to be an solution that
is acceptable to the FCC right now. They expect us to connect, in
whatever fashion we can manage, to the existing 911 infrastructure and
make our technology work and to do it quickly. Right now this is being
proposed and the order drawn up without ANY interconnection rights. Try
getting an RLEC to negotiate with us. Some will, most won't. It
doesn't matter if you are facilities based or not. If your device is
mobile you will still need to interconnect with EVERY PSAP/selective
router in the country.
Nuvio suggested in several filings over the last week and discussions
that we skip straight to the I-3 standard proposed by NENA. This would
allow for IP interconnects, etc and would fit our business model much
better. However, I think that has fallen on deaf ears.
I don't think there is much that can be done at this point except
calling your federal congressman and getting them to write the FCC
before next Tuesday that they need to not adopt a policy that will
destroy the industry. Make sure you balance this with strong support
for public safety.
Finally, the idea of a global VoIP emergency network ignores one vital
component, politics. While the order pending at the FCC may be about
public safety, once you start talking about replacing PSAPs and 911
operations, politics become very important. You aren't battling the
ILECs, you are battling the PSAPs. I
