[Asterisk-video] VIdeo Call on Chan SS7 Signaling works

Hi Aster,

FFmpeg is not a cbr encoder, so it will output bitrates higher than 64Kbs.
I frames will be much larger than what they should be, taking longer 
than expected to be sent so that's the reason of the delay issue.
