[Asterisk-video] Why non-ok callout response always mapped to SIP's 603?

Hi,

I just checked for non-ok response sent by asterisk to
other sip agent when it's request was rejected by the
mobile phone, the ISDN error message always mapped to
'603 Declined'.

Does anyone also have this problem?
