Yes, it does both ends.  ETSI is the only switchtype that libpri implements
initiating ECT and accepting ECT.  Asterisk can initiate ECT to eliminate
a tromboned call if the call is natively bridged and chan_dahdi.conf
transfer=yes is configured.
