There are some royalty free tracks available for pbx usage.  BMG isnt
that expensive to get all their tracks either, average pbx will cost
$200/year.  

I cant find it now, but there was a site that lets you download royalty
free tracks suitable for use in a PBX.  It occurs to me that when MIT
started using their broadcasting license to send audio via the power
lines in some of their buildings that the url popped up, perhaps on
slashdot.
