The reference codec has a cli to do that. It converts from raw
16-bit signed linear files (sox filetype sw) to g729 files that
should work with *'s format_g729.
I beleive it is even licenced w/o royalties for non-real-time one-off
conversions of files, but check the docs in the archive to be sure.

Price is CHF 137 but I beleive you can register to dl a couple of
their standards for free, possibly including G.729 Annex C+.
