It's probably not playing the tones but the Zapateller app *is*
answering the line because you have the "answer" option specified. That
is why the rest of you non-* lines stop ringing. The analog/IP
extensions keep ringing because your dial plan has successfully moved on
to priority 3. I have not used Zapateller myself but try removing the
"answer" option.
