I don't think all channels provide a ringing tone to the caller. For SIP 
it has to be generated by the remote device e.g. An alternative is to have 
Asterisk generate the ringing tone tothe caller for those channels which 
do not do so by themselfs, typically actual phones e.g. Use the 'r' option 
to Dial().

Or did you mean that the destination actually doesn't ring? As in no ring 
signal to the destination?
