No, you CAN park calls using a SIP phone, it works fine on my Snom 100s.
What you have to do is use the # key not a flash hook.One possible issue
is that when the park number was set at 700 (the default) * would see it as
700 (on the console) but insist that I had not entered a correct number. 
Changing the park number to 701 and the range to 702-720 fixed the problem.

These settings are in /etc/asterisk/parking.conf


I actually have the reverse problem. I have a DECT phone connected to 
a port on my TDM400 FXS card. The DECT phone can send # because
I can use it in voicemail to hang up. However I can't get * to respond 
during a call to park it/transfer it...
