Jeff Pulver posted some information about this on Free World Dialup (FWD)
and DSLReports VOIP forum.  Vonage then sent him an e-mail saying the
ones on Amazon do not include a CM or SIP license.  You don't need the
CM but you do need the SIP.  In case you are curious, even if you have not
signed up with Vonage the ATA will download the SIP 2.15 firmware the
first time you connect it to the internet.
