[asterisk-ss7] Too many links defined for linkset

This is not CAS, you don't need a link per E1. As defined in Q.704, you cannot have more than 16 links per linkset (only 4 bits for SLC). The most common configuration is to have al least 2 links. For 32 E1 (992 CICs) you don't need more than 2 links. Or 4 links, 2 per server if you like.
