Hate to say Europe and ANSI speak abit different, and I don't completely understand what is meant by B-party, but I do understand that what is presented from one end (the middle being transparent) comes out as intended to the subscriber. OUTPULSE.

Outpulsed number is what the next hop expects to process the call as intended.  Explain the reason.

To be correct, we have in Europe the feature to send specific CallerIDs 
set by the customer. This is usually the number, if enabled, would be 
signalised to the B-Party.
But the last switch before the B-Party must know the real origin, not 
the one which is represented to the B-Party (for example for toll-free 
numbers)
