The fact that you've found different behaviors between 1.4 and 1.6  
would lead me to think this is a bug, since nobody has replied with  
any suggestions as to how a configuration option might have changed in  
that timeframe.

I would put together a bug report.   I'd also suggest that you try an  
experiment with the latest TRUNK to see if it has already been fixed,  
otherwise there will be valuable time spent trying to hunt down  
something which perhaps has already been repaired.
