Also, as an outsider who, prior to joining the list, spent quite a bit of 
time reading the list archives and other metadata that floats around the 
'net and comes up in Google searches, I'd like to offer that due to the 
precedent set by some historically antecedent (and very interesting!) 
discussions on this list, it is not necessarily obvious that this list 
should be confined *strictly* to development matters.

It is very easy to be a polite, decent, well-intentioned and 
netiquette-obiding person and wander into the list thinking it's like some 
other development lists, which provide some mixture of code-related 
discussion and generally accommodate sophisticated (i.e. non-cosmetic) 
technical inquiries (possibly with reference to specific aspects of the 
codebase) also.  And it seems fair to suppose from a cross section of 
archives that the subject matter does wander considerably, which makes
the very terse, blunt condemnation of more general questions (not to be
confused with a comradely nudge in the right direction) seem a little
schizophrenic and/or passive-aggressive.
