So call VMAuthenticate() to use their existing mailbox number/password, 
then use a db lookup to get their authorization level. There is no 
particular benefit in this 'level' being stored in voicemail.conf. You 
can set their auth levels by using the database manipulation commands 
from the CLI prompt or in the dialplan.
