[Asterisk-Dev] Authorisation field for voicemail.conf

I need a User Authorisation field and the most appropriate place to put
it is in the voicemail.conf file.

Why "User Auth"? This would be a small integer which would be the level
of authentication that a user is assigned - a level of 0 would limit
calls to internal only (+ 911), 1 for local, 2 for long distance -
etc...

The idea would be to use the voicemail password to authenticate the user
regardless to which extension he is using - allowing a manager type
person to make a call needing a high privilege from any phone.

Another way to look at it is - this would be the "group" a user is in, 
kind of mapping some of the concept of /etc/passwd on top of
voicemail.conf.

If all extensions were defined in voicemail.conf, the same value could
also be read as the default "privilege" that a phone has before needing
further authentication - a way to control "public location" phones to
internal calls but allowing the "switchboard" and CEO's phone to call
anywhere...

How would I go about petitioning for this to be added into Asterisk? or
how else could this functionality be implemented?
