The link is incorrect.  PRIs, like any 4-wire circuit (which means all VOIP 
connections) do not *create* echo.  You can have echo on any connection that 
ends up as a two-wire circuit, which means any call that ends up with a leg 
going to a normal (non-ISDN) residential phone, or even a poor speakerphone.

Some *really* crappy VOIP and POTS phones can have poor handset design which 
allows the earpiece sound to get to the mic sound and create an echo path 
that way, too.
