Correct, a PRI line never _causes_ echo. However, in many cases it is 
wise to combat echo caused at the other end of the call (which is almost 
never under your control). This can be done using echo-cancellation in 
hardware or software, and/or with a loss-plan. Having echo-cancellation 
on PRI lines _does_ make sense.
