Asterisk will not have its jitter buffer turned on for that kind of call 
(either side) since it's doing VOIP-VOIP (SIP-IAX to be exact) for both.  It 
is assuming that the other end of the hop (SIP in this case) has a jitter 
buffer. 

I have no idea if the 7960 does or not (I would imagine so) -- if it does not, 
it would then be appropriate to force it.  I would be genuinely surprised if 
the expensive 7960 does not have a jitter buffer, though.
