basically res_config_odbc on steriods.  It allows you to have 
a table specified in extconfig.conf for the various modules that
need dynamic configurations, and then use the existing built-in
stuff to load static configs into memory from an odbc db rather 
than use the *.conf files.  If you get the latest cvs there are
a couple of files you can take a look at:

	* ${ASTSRC}/doc/README.extconfig
	* ${ASTSRC}/configs/extconfig.conf.sample

Seems like a very nice way to address the needs in a database
independent way.  

Also, I could be wrong about all of this as I haven't used head
just yet.  Still testing stuff out on 1.0 then I'll start with
the new stuff.
