Easy, have your IDS create a .call file in /var/spool/asterisk/outgoing/.

This give specific examples of what your asking for.  No need for a new 
module, just write the appropriate dialplan logic for who to call and 
what to send over the wire (SendDTMF, etc) and use that 
extension/context as the target in your .call file.
