sleep 2
asterisk <command line options>

or some loop where you test for the device in /udev, do an usleep 200000, 
test again ...  until it's there, then you start Asterisk.

Or go and complain to Greg KH, he is the big udev-man, he should know that 
sometimes devfs is just better :-)
