test server, where I compiled and installed Asterisk 1.4.11, I see that I
have no sip.conf entries, which I would assume should be automatically
created as each user has the SIP check box checked.

There is not a bug in the code. ( concerning this problem )

Please point me to your documentation.

You can ask on the mailing list, this is NOT a bug!

users.conf gets parsed by all the channel drivers that are relevant and
the same configuration options for each.

eg if you can do:
nat=yes
disallow=all
allow=ulaw

you can do the same in users.conf, but the GUI does it for you!

THE GUI DOES NOT TOUCH SIP.conf

I will leave this open, as a lot of people are confused, no worries mate

Point me to your documentation and I will update it.
