What you are looking for is ANI II, http://www.nanpa.com/number_resource_info/ani_ii_assignments.html

ie: 00=pots, 27=payphone, 29=prison

These are presented to you from your carrier in a number of different  
ways, digits prepended onto the the number in the FROM address header  
field, in seperate isup header field, or a completely customer header.  
I'm sure there are a number of other ways carriers pass it to you. I'd  
look at some captured invite packets to see if you're already getting  
ANI II, if not talk to your carrier, certainly possible that a number  
of small carriers don't pass you information like that.
