Admittedly, not very extensive experience, but enough perspective on 
that working for a few CLECs who finally decided to collect CABS.

All had to go through an outside processor that also performs collection 
functions, because there is no way they would get paid if they simply 
invoiced a lot of these carriers themselves.  They'd just look and say, 
"Um, who the hell are YOU?"
