I still hold by the rest of what I said which is that  there is a big
difference between a "grandma" user (one who makes or receives very few
calls) and a call center or telemarketing company who is doing tons of
concurrent calls, which makes the 60,000 user number basically worthless
without concurrent call numbers.

As such, since you asked before for marketing purposes to get a total user
count, could you get a total call count (perhaps with ALOC info, how many
systems that was spread across, is the concurrent call counter a sustained
number or peak, what is the average, etc).  Numbers that equate to something
more tangable than users that may or may not be placing calls through the
system.
