police wont get involved generally in a situation like this.  its a
contract dispute and they will leave it to the civil courts.  While a
fraud argument may be upheld, it will be really hard to get em to do
anything generally becuase they almost always leave disputes like this
to the two parties anda civil court.

however if you did try to sue them for your losses, if they dont show up
to court you can get a default judgement.  With that if htey have any
assets where the judgement was issued you can try to attach to those.

Generally court is a last resort not a first.  If you have exhausted all
of your refund options, then you may want to discuss this with a lawyer.
You certainly dont want to goto court if you cant prove your side of the
claim, ie via contracts, work product, emails, etc.
