carnivore is not NSA its DOJ they are different.  further its a packet
sniffer that can only be placed at an ISP if the ISP itself cant monitor
a singular person.  

The capacity to monitor every call, record it, index it, then go back to
it later is a daunting task.  The DOJ doesnt have those resources.

CALEA isnt even for that, its only 'tap this line when you have been
given a warrant'.
