Before going any further, are you sure you're actually allowed to do this 
by your telco/ITSP?

But if so, have you tried simply:

   exten => whatever,n,Set(CID=5551234)
   exten => whatever,n,Dial(SIP/ ...)

Although I guess I ought to use Set(CALLERID(num)= in these post 1.2 
days...
