[asterisk-users] Milliwatt-sounding tone recorded over voicemail message

Here are more specifics that I forgot to include:
- Asterisk version is 1.4.18.
- Call was coming in over a PRI provided by PacWest through a Digium TE410P.
- ulaw codec.

Using a frequency analyzer, the tone is composed of 1Khz multiples at
(1, 2, 3, and 4Khz).
Any ideas?
