I¹m not sure if this will help, but did you notice you have two ³joinempty²
declarations? If Asterisk cannot load the definition because of the
duplicate joinempty definitions, you could be cancelling each of them out,
declaring them ³false² or rather joinempty=no.
Go to the Asterisk CLI with a verbosity of 5, and do a ³reload². See if you
can see any warnings about your queues.
