[Asterisk-Users] can't create Zap channel

Before you jump ahead, yes I do have chan_zap.so loaded..
Call Flow: Asterisk 1 --IAX2--> Asterisk 2 ---> PRI

pri debug is irrelevent because the call never makes it to pri. What is
cause 0? Its not listed in the header files.
Nothing is busy on that span.
Any ideas?
