You need to determine why the X100 is off hook, resulting in your 
Panasonic  returning busy.
Station ports on the 616  are POTS FXS, so it is correct to do what you 
are doing, but for some reason the X100 is off hook.
Make sure you are connected to the line rather than the phone port on 
the X100, also make sure you are using a two wire cord from the 
Panasonic, as the 2nd pair is for Prop Panasonic phones data/power.

Can you ring the extension with the X100 unplugged?

If not, then either a bad station port or a bad cord.
