I have this in my extensions.conf. The oh323.conf has gatekeeper disabled
and nothing else specific to the 192.168.99.83. Works just fine to place
calls to a Cisco fxo gateway.

exten => s,3,Dial(OH323/${ARG1}@192.168.99.83) ; H.323 Protocol
