What exactly are you trying to achieve?
On my repeater system, I use the RC210 repeater controller with the
Phone Patch option. This is then connected to my Cisco ATA and then onto *.
Users can initiate phone calls and callers can either command the
controller or initiate calls to the radio operators (although I have
this bit disabled for legal reasons).
There are many Phone patch type devices that could be paired with a
radio (MURS/FRS/GMRS/HAM/etc) which in turn would require connection to
an ATA.
As for "where do they hang out". On the radio of course! With masses of
specturm available to even the most modest licencee why would we join a
IRC channel?
You can find me on 53.81MHZ, minus shift, 136.5HZ PL
