[Asterisk-Users] Error loading zaptel on RHEL4

I've just nuked my box and did a complete new install of CentOS4 (RHEL4 
rebuild). I've configured asterisk to run as user asterisk (not root).

Compiling and installing works fine however when loading wcfxo for mt TDM11B I 
get this error:

Notice: Configuration file is /etc/zaptel.conf
line 142: Unable to open master device '/dev/zap/ctl'

In my udev permissions I've tried user root and user asterisk.

Any ideas what the problem is?
