No. You can send arbitrary caller ID numbers down a PRI. (I used to
like making calls "from" 0123456789 on my Global Crossing PRIs. For
testing purposes only, of course. Showed up just fine on my Verizon
POTS lines. :-) Lots of carriers will by default filter what they will
pass along to numbers you've officially put in service on said PRI.
Some will remove the filters if you ask. Some won't. Some it depends
on whom you ask during which phase of the moon.
The name is a database lookup based on the number done at the
destination switch. I believe that for MD the database is run by
Verizon West, nee GTE.
Todays' security reminder: Never, ever depend on Caller ID for security
for things that are important.
