OK, I worked out pretty much all my dialout problems. I set
pridialplan=local.
One thing I missed is that while a "reload" picks up some changes from
zapata.conf, this doesn't seem to be one of them.... 

Now I can dial local, long distance, mobile, freecall, etc numbers.
