There are many bugs that track this feature request. Several of us have been
trying to get it into CVS at various times over the last year(Mark doesn't
like how any of the patches have been done, so we keep having to patch for
new versions over and over again). It is configurable in the features.conf
file. take a look at these bugs associated with this feature request(not
sure if the patch in the first one works with CVS):

Subject: [Asterisk-Users] Doing a # transfer on calls needing a #
Evening All,
I was wondering how I would go about enabling the usual # + ext transfer
on a call requiring user input followed by a #.
For example, when I say ring a bank, they ask me for my account number,
I key it in and then press the # key. Of course this doesn't work if I
have the "T" option in the dial command, as asterisk tries to transfer
the call.
How to overcome this problem?
