The mailing list application has no way of knowing whether you intend to
continue a thread but just want to change the subject line (say, if the
topic has drifted over time) or if you want to start an entirely new
thread.
Only the person sending a message knows that.
So it is up that that person to send the message appropriately. If that
person wants to continue the same thread but with a new subject, hit
'reply'. If they want to start a new thread, they should start a new
message.
The problem with Windows clients is that while most of them will maintain
threading headers, they lack the ability (or have it turned off by
default) to SHOW the threads. So people don't understand that they exist.
