Traceroute (on *nix anyway) actually uses UDP packets, which would generate
expired icmp packets on return.

To the original poster: You'll need to identify where exactly the route
delays are caused, most of the time it's out of your control and you can't
fix it. You may need another link and route voice out that (although, watch
the return path, lovely bgp). The internet can't prioritize your RTP
traffic.
