For R2 signaling, you only need to configure:
span1 = 1,1,0,cas,hdb3
cas = 1-15,17-31
dchan = 16 is used only on CCS links (ISDN Q931).
bchan = a-b,c-d,..etc are used only to configure voice channels on CCS links
On a CAS link, channel 16 is always used to signaling, so it is
automatically configured.
When you set dchan = 16, you get a conflict with CAS configuration.
Also, in CAS signaling (like R2), you need not to set switchtype =
euroisdn, that is also for CCS signaling.
Uncomment
;mfcr2_call_files=yes
;mfcr2_logging=all
so you can provide R2 signaling detailed call traces files....
