I see that you try to dial 96768567, that is 8 digits. However, it
seems the other end (is a telco? which country?) is expecting either
more digits or a signal indicating that we don't have more digits. I
don't know which variant you configured, but the variant you
configured does not support the "No more DNIS" signal, and therefore
does nothing when it runs out of digits. Then after the other end
times out, it sends "Network congestion".
