[asterisk-r2] Timer Question?

I got a Nortel PBX connected to asterisk using E1 with mfcr2.
Asterisk has the telco E1 plugged in.

Some Nortel users are complaining about outbound dialing (through
asterisk) taking like 5 to 6 seconds before the call start.

I tried with other customer who has exactly the same scenario, but
with libunicall instead of openr2, and I noticed, when I changed the
t3 value... that time got decreased or increased, depending on the
amount of time I specified. So, I'm sure whenever I change the t3
value, I'm getting the expected result.
