Something is really broken somewhere between your PBX and telco.
I have a lot of boxes with this scenario using OpenR2:
Asterisk1.4.x-digium-telco or Asterisk1.2x-fonebridge-telco and seize
timeouts happens only by telco side fault. When it happens I never had
to restart asterisk.
