Patch Set 2:

In the case of chan_sip they aren't deleted during the reload process at the beginning. They are marked for deletion, any existing (or new) updated, and then afterwards any that were not updated (thus they were removed) are removed. It's not the best (sorcery based stuff IS atomic) but that is how chan_sip works. I think given that it would still be possible to handle a request.
