Hello,

Yes, VICIDIAL will install on top of most existing Asterisk
installations. It has many options and is GPL and free.

GnuDialer is GPL and free as well and also works as an outbound
dialer, but does require recompilation of Asterisk.
http://www.gnudialer.org/

Both have web interfaces and can work with softphones.
