Im with Kevin.. I can give my understanding.. But I don't want anyone
to make their basis for E911 on what I say. I am just telling you what
I am doing now.

Well, to be brutally honest, if you don't know the answers to these
questions, this is not the place to be asking :-) While many people here
can give you their opinions and understanding of the situation, any
business must protect itself by getting an opinion it can rely on from
legal counsel and/or other experts they can trust. There is far too much
at stake here to base your service offering on advice you received via a
mailing list...
