I am corresponding over on the other (non-comm) Asterisk list with a fellow 
who wants to call India from the US.

He is interested in Mumbai and also Indian cell phones in low volume 
(personal use) quantities.

Any suggestions for which VOIP vendor is best to support him?

He's not interested in DIDs in India, which may be illegal anyway.
